Short and to the point - I like it.
Section 1 (A) isn't explicitly clear - are citizens allowed to be a member of more than one guild at the same time? If so, I would like to put up for debate that the requirement of three members for new guilds should not include citizens who are already in a guild.
I'm not sure I'm a fan of Section 2 (D). Do Guild Masters have any standing or responsibilities in Equinox? I feel like requiring guilds to have certain positions defeats the purpose a bit. I would like it more if the act didn't use a specific title and left the naming up to the guilds.
Section 2 (B) mentions applying, but that's very vague and doesn't say who is to approve the application. Then (C) says any citizen may create a guild, where it should say any citizen may apply to create a guild.
Grammar nitpicks: Section 2 (D): I would insert the word "to" after "manner". Section 3 (B): Change "they" to "it". I would also change the word "automatically" (it implies no human action is taken), maybe to "immediately".

Two questions from me.
1) Aren't we still early in the Revival effort to attempt guilds?
2) If we proceed, can Disbanding authority also be granted to Hierarch/Prime Minister with approval vote from Parliament? Too many inactive guilds for months prompts me to make this ask. There needs to be some outside of the guild authority that can disband in the event the guild is extremely inactive.

Voted Nay because there was absolutely no response to the debate brought up and cannot support the bill without discussed modifications.

I too voted Nay -- but primarily due to the region being way early in the Revival attempt for guilds to succeed on their own. We need to learn to walk before we learn to run, etc.
I also too would love a way for the Hierarch/Prime Minister to disband a guild due to extreme inactivity, with Parliament's approval.

I also voted Nay on this document. There isn't enough activity in Equinox yet. We have at most 10 semi-active members, but even then, there's no guarantee any of them are interested in guilds, let alone creating one. I think we should be focusing more on piecing together Equinox's infrastructure rather than debating on the guild act.
